The Manager of Marketing and Advertising provides dynamic, hands-on support for all Arizona Lottery marketing initiatives. The ad agency staff works as an extension of the Director and Manager who coordinate and manage advertising agency work, sales planning and promotions. The Manager approves advertising agency products to ensure they meet Lottery expectations.
The Manager has responsibility for oversight of process flow and the coordination, from development through distribution, of all materials including point of sale displays, website deliverables, promotional items, on-hold messaging, social and digital media timelines, and media elements for statewide advertising campaigns.
The Manager leads the internal website team through marketing projects, establishing and adhering to budgets and timelines necessary for game introductions and initiatives. The Manager leads website design and the Lottery’s social media presence.
The Manager represents the Lottery during field operations and special events. The Manager assists the Communications department with speaking points, data verification and research. SUMMARY STATEMENT
The purpose and primary function of this position is to direct the Marketing, Advertising and Sales Program for the New York Lottery which currently drives over $7 billion in annual ticket sales and $3 billion in revenue.

DESCRIPTION OF ACTIVITIES AND TASKS
Under the direction of the Director of the Lottery, the Director of Marketing and Sales has overall responsibility for the development, administration, and operation of the Marketing, Advertising and Sales Program including:
- $90 million plus Advertising Program.
- Statewide and Regional Promotions/Community Events Program.
- Retailer Program Development.
- New Concept Development.
- Corporate Accounts Expansion Program.
- Retailer and Legislative Marketing Communications Program.
- Regional Sales Initiatives.

Adjusts the Strategic Marketing Plan on an ongoing basis to accommodate new market opportunities or shifts in management philosophy.
- Establish policies and develops controls for the administration of the marketing program.
- Develops and implements Sales plan, strategies and tactics across all regional offices and sales territories.
- Provides leadership and direction to Regional management and sales staff.

- Develops and maintains ongoing contact with management staff of game contractors to ensure their participation and integration into the overall Marketing Program in terms of cooperative promotions, advertising, special retailer incentive programs, retailer communication and training, new game design, research and development.
- Achieves a proper balance in the ongoing Marketing effort between the regional promotion program, statewide advertising program, retailer communications, and retailer incentive program to ensure a fully integrated marketing approach.
- Directs the development of final in-depth specifications for new promotion concepts, new product enhancements and new games.

- Directs the development of retailer motivational communications, ongoing retailer marketing information relating to promotions, terminal features, product enhancements, in forms of letters, updates, publication, etc.
- Directs the development of a comprehensive long-term point of sale merchandising program designed to walk the retailer through effective display and promotion of the Lottery at the point of purchase to generate greater sales.
- Directs the development of individually tailored presentation programs for corporate accounts and acts as ongoing high level corporate contact to ensure corporate support and execution of expansion program initiatives. Oversees existing and new corporate accounts progress; works with corporate officers to enhance their distribution program by identifying areas needs improvement and recommending solutions.
- Oversees the advertising and promotions plan and related budgets to ensure optimum effectiveness of expenditures towards the achievement of a strong overall marketing program which reaches and “sells” the target audience.
- Directs the overall marketing program involving the areas of: media broadcasts, print, transit system advertising, creative scripts layout, media strategy, media negotiations, budgeting, special broadcast opportunities, public relations, media driven promotions, retailers incentives, point of sale merchandising, as well as regional promotional and advertising activities to encourage optimum use of community events.
- Responsible for the planning, development, and issuance of the Requests For Proposal (RFP) for advertising, promotions, communications, and general marketing program contracts.
- Responsible for responding to legislative marketing inquiries/correspondence.
