John C. Musgrave of Point Pleasant, Mason County, West Virginia was appointed
John C. Musgrave of Point Pleasant, Mason County, West Virginia was appointed Director of the West Virginia Lottery by Governor Cecil Underwood in April 1997. Musgrave brings to the Lottery a strong finance background with more than two decades of public service at the federal, state and local levels.
John C. Musgrave, was appointed Deputy Secretary of Tax and Revenue on November 1, 2003, by Governor Bob Wise, and assumed the title of Acting Cabinet Secretary. By Executive Order, dated November 21, 2004, he was appointed Acting Secretary of Administration for Budget, directing the operations of the Budget Section. He continued to serve as Lottery Director during this time.
From 1981 to 1994, he held several high-level, administrative positions with the U.S. Department of Agriculture including associate administrator of the Rural Development Administration where he was responsible for a $72 million administrative budget and over $1.25 billion in program funds. As special assistant to the undersecretary of Agriculture, he assisted in directing 12,000 employees in 2,200 offices with a budget of over $60 billion. He also served as regional director of the Rural Development Administration for the seven-state, Mideast Region. Musgrave served twelve years as state director of the West Virginia Farmers Home Administration where he supervised agency credit assistance and economic development programs for West Virginia with a loan portfolio of over $900 million. Musgrave served as Mason County Development Director and as Mayor of the City of Point Pleasant for 10 years. He also served as President of the West Virginia Municipal League; Chairman of Region II, and Chairman of the West Virginia Solid Waste Authority.
In his capacity as Lottery Director, Musgrave currently serves as Past President of the Multi-State Lottery Association and was previously Chairman of the PowerBall and Video Lottery Groups. Musgrave also serves as Second Vice President and Member of the Standards Initiative Steering Committee of the North American Association of State and Provincial Lotteries.
Director Musgrave has a degree in Business Management from the University of Charleston.
A veteran of the U. S. Air Force, Musgrave and his wife, Rebecca, have two children and six grandchildren.
