Arch is a former Secretary of the West Virginia Department of Transportation, and also served as Special Assistant to the Governor of West Virginia and Chairman of the Public Port Authority. While West Virginia's Secretary of Transportation, He also served as President of the Southeastern Association of State Highway and Transportation Officials (SASHTO), and as a member of the Executive Committee and Board of Directors/Policy Committee, Association of State Highway and Transportation Officials (AASHTO), and served on the Board of Directors and Executive Committee of the Association for the Development of Inland Navigation in America's Ohio Valley (DINAMO).

A graduate of John Carroll University in Cleveland with a B.S.B.A. degree in Business Administration, Arch is a CPA with 20 years of experience in the public practice of accounting, auditing, tax, and financial planning services.

Arch currently serves on several non-profit boards in the Louisville area. He has previously served in leadership positions for many community organizations in Kentucky and West Virginia.
